Electricity in Bayahibe & Dominicus: CEB Guide for Residents and Long-Stay Visitors

If you're renting an apartment or villa in Bayahibe or Dominicus, electricity is one of the first practical things to get sorted. Here's what you need to know about CEB, the local electricity provider, and how to stay on top of payments without making unnecessary trips to the office.
Who is CEB?
CEB — Compañía de Electricidad de Bayahibe — is the electricity company serving the Bayahibe and Dominicus area. It operates as a subsidiary of CEPM (Consorcio Energético Punta Cana-Macao), a private energy company covering the entire eastern Dominican Republic.
Unlike the national grid operators that cover most of the country, CEB is a private utility. This matters: service is significantly more stable, outages are less frequent, and the infrastructure is more modern. Every CEB customer is connected to a smart grid with a remote-read digital meter.
Prepaid vs. Postpaid: Which Account Do You Have?
CEB offers two types of service:
Prepaid
- Load credit onto your account before you use electricity
- When your balance hits zero, the power stops — no warnings until a low-balance notification on your registered phone
- No monthly invoices, no reconnection fees, no surprises
- Most residential rentals in Bayahibe and Dominicus come with prepaid accounts
Postpaid
- Monthly invoice based on actual consumption
- 30-day payment window after the invoice is issued
- More common for long-term contracts, businesses, or properties where the owner manages the account
If you're not sure which type you have, check your account type or ask your landlord. Most renters are on prepaid.
How to Pay and Recharge
You don't need to go to the CEB office to pay. Several remote options work from anywhere:
CEPM App (easiest) Download the official app — "CEPM-CEB" — on iOS or Android. You can check your balance, view consumption updated every 15 minutes, and recharge or pay by debit or credit card, 24/7.
WhatsApp Bot Send a message to CEPM's WhatsApp number to check your balance and make payments. First-time use requires a one-time card registration — after that, recharges are instant.
Online banking Customers of Banco Popular and Banco BHD can pay their CEB bill directly through their bank's online platform or app.
10,000+ payment points (CSQ and Disashop) CSQ and Disashop terminals are found in colmados, convenience stores, and pharmacies across the Dominican Republic. Ask for a "recarga CEB" or "pago CEB" with your account number. Cash only.
Western Union Any Western Union office in the country accepts CEB payments in cash. You'll need your account number.
Automatic recharge machines Some gas stations and convenience stores near Bayahibe and Dominicus have standalone CEPM recharge machines. Cash only.

Practical Tips
- Save your account number somewhere accessible — you need it for every remote payment.
- Low balance alerts only work if you've registered a Dominican phone number with CEB. Do this at the office or through the app.
- Don't let it hit zero — if you lose power due to an empty prepaid balance, the reconnection isn't automatic. You'll need to recharge first and may need to reset a breaker inside the unit.
- Postpaid customers should set up automatic payment through the CEPM app or their bank to avoid late fees.
